These are properties within projects or are owned by individuals that got caught in the USA economic downturn and for reasons such as lack of clients or lack of funding to continue the project, had ceased sales.  In the case of projects they wish to continue populating the areas and use the funds to fish out the infrastructure such as clubhouse, pools, roads etc. Here is one example of an individual’s Condo in Costa Rica that is deeply discounted. The problem is the developer sells their own first in this market as they need the action even though this one is over $100,000 less.  You would never know about this from them.
